Create a region group

Description​

Create a region group over regions owned by your organization. At least two regions are required, all of the same type, each one empty and in no other group. A project created in the group runs in every member region. Which member accepts writes is decided by your database, and each member reports whether it does. Names starting with "diagrid-" are reserved for Diagrid's groups over public regions.

The member regions must meet prerequisites that are not verified at creation: they share one PostgreSQL cluster with a single writer, each region's connection string pointing at the replica in its own location; they store secrets in that shared cluster and resolve the same key encryption key; they run the Dapr scheduler against that cluster; and they issue workload certificates under one PKI root if workflow history signing is wanted. Once the regions have joined, the group compares three of those — the scheduler backend, the encryption key and the certificate roots — and warns on its status when members disagree; it cannot check the other two. Managed Kafka pub/sub and Redis rate-limit counters are regional and do not fail over.
